The County guideline is a list of titles. The comment is specific.
The County’s commercial mechanical guideline is a list of code titles the Building Official verifies before the stamp. It is not a set of drawings. Masterbuild’s version is the order a PE uses before the upload — occupancy and process first, then outdoor air, then the exhaust that is not a toilet fan, then ducts and vents. Order of operations before you upload
- Which book. Mechanical volume is not Fuel Gas and is not Energy Conservation. Gas-fired combustion air is Fuel Gas 304. Loads and envelope forms are Energy. FBC vs IMC.
- Occupancy and process, not the room name. Spray, dip, dry-clean, garage, kitchen, salon, battery, aircraft fueling — those are Chapter 5 rows. “Storage” on the door is not the row. Start: what kind of job is this?
- Outdoor air and transfer. Table 403, breathing-zone outdoor air (Vbz) and zone air-distribution effectiveness (Ez), undercuts and jump ducts. Ventilation · return-air path.
- Exhaust that is not environmental. Discharge location, dryer shafts, kitchen grease, special process. Exhaust discharge · Type I / Type II.
- Ducts, dampers, smoke. Rated openings, flex, plenums, duct smoke detection. Duct systems · 606.
- Combustion air, chimneys, vents. Combustion air · factory-built and existing chimneys live under field tools, chimneys group.
- Where the unit sits. Garage height 8 ft / 6 ft, roof-edge guards, access, condensate. 304.6 · 304.11 · 306.
- Refrigerant class. A2L is not a drop-in. ASHRAE 34 / EPA 608.
“Approved as Noted” is not “ignore the notes”
The County publishes Approved as Noted criteria for building, structural, electrical, mechanical, and plumbing. The notes on the stamp still bind. AAN is not a silent approval of the original miss. Answer the notes on the resubmittal or they travel to inspection.
Concurrent Plans Processing (CPP) lets more than one discipline run. Mechanical still has to close. Inspection is not a second plan review — stamped Job Copy on site, scheduled one business day prior. That procedure lives on how to apply.
Uploaded the architectural set and hoped mechanical would “follow”
The County guideline is a list of titles. The comment letter is specific. A missing outdoor-air note, an undrawn grease duct, or a garage unit with no mounting height is still the comment — even if CPP is checked.

What to send
The comments PDF (or the MeetQ screen), the process number, and whether this is commercial or one- and two-family. Do not send the entire County guideline — send the letter.
If the letter is a stack of “see mechanical guideline”
Send the PDF. Masterbuild will say which row is actually open — outdoor air, grease, a special-process exhaust, or a garage mount — and what drawing closes it.
