A2L is not a drop-in note.
A refrigerant swap is not a note on M-001. ASHRAE 34 classifies refrigerants by toxicity (A or B) and flammability (1, 2L, 2, or 3). Class A: occupational exposure limit (OEL) of 400 ppm or more. Class B: OEL below 400 ppm. Class 1: no flame propagation. Subclass 2L: burning velocity under 10 cm/s — difficult to ignite, but it is still a flammability class, not “basically A1.” The greatest safety risk with any refrigerant is asphyxiation: it displaces oxygen. Toxicity and safety are not the same word.
Educational. ASHRAE 34 safety groups, U.S. EPA Section 608 refrigerant management, and the coordination that 2L / high-GWP phase-down actually impose on a permit set. Confirm the adopted edition of IMC Chapter 11, ASHRAE 15, and the fire code. This page is original Masterbuild education. - Read the nameplate first. ASHRAE 34 class (for example A1, A2L, B1) belongs on the schedule next to the refrigerant number. “R-410A equivalent” is not a class.
- 2L is a design change. Lower-GWP replacements for high-pressure A1 refrigerants are often A2L. That affects charge limits, occupancy, machinery-room ventilation, leak detection, and electrical classification under ASHRAE 15 and the listing (UL 60335-2-40 for many appliances). Do not drop A2L into an A1 room and keep the old ventilation note.
- EPA Section 608 (Clean Air Act): refrigerant management — recovery, leak-tight practice, technician certification. It applies to the refrigerants in service, including HFCs and next-generation blends, not only the old CFCs/HCFCs. See EPA Section 608.
- ODP vs GWP: ozone depletion potential is indexed to CFC-11 = 1. Global warming potential is indexed to CO₂ = 1. CFCs are gone from new equipment. HCFCs have service tails. HFCs are in phase-down. HFOs and HFO blends are the next-generation conversation — still a listing and a class, not a marketing name.
- 400-series vs 500-series blends: zeotropes (400s) have temperature glide; azeotropes (500s) behave like a single fluid. Glide is a coil and service issue, not a footnote.
On the set: refrigerant number + ASHRAE 34 class + charge (lb) + machinery-room or occupied-space path. If 2L: leak detection, ventilation, and listing basis on M-001, not “by manufacturer.” IMC Chapter 11 still governs refrigeration systems — do not invent a cfm from a brochure.
“Drop-in A2L, same mechanical room”
Or a B-class refrigerant with no OEL discussion. Or no EPA 608 recovery path on a chiller swap. Charge, class, occupancy, and ventilation move together. Fire-code “toxic / highly toxic” language is not the same as ASHRAE 34 B — keep both straight when you coordinate with the AHJ.

What to send
The nameplate (refrigerant number and charge), the ASHRAE 34 class if shown, whether the equipment sits in a machinery room or in occupied space, and whether this is a new system or a retrofit of an A1 machine.
If the replacement is A2L and the room note is still A1
Send the nameplate and the room. Masterbuild will say whether ASHRAE 15 / Chapter 11 still has no 2L path — or EPA 608 still has no recovery plan on the swap.
