No permit is valid until the fees are paid.
IMC 108: no permit (or amendment) is valid until the fees are paid. Use the AHJ’s published schedule — don’t guess. Starting before the permit is a penalty on top of the permit fee. Impact fees are typically not routine on mechanical permits — confirm.

- 108.1 payment: no permit or amendment is valid until all fees are paid.
- 108.2 fee schedule: use the AHJ’s published schedule.
- 108.3 valuation: declare a real total — labor + materials + equipment / permanent systems. If it looks low, the AHJ can deny or adjust and request backup.
- 108.4 early start: beginning work before the permit = penalty fee in addition to permit fees.
- 108.5 related fees: plan review (often paid at submittal, separate from the permit fee), technology/records surcharge, re-inspection (each time the same item fails), administrative fees. Impact fees are typically water/sewer/transportation — not routine on mechanical permits, but confirm.
- 108.6 refunds: AHJ-specific; assume limited refunds once processing begins.
Attach a 1-page valuation sheet: major equipment, duct/pipe takeoffs, controls, labor, vendor quotes, declared total, other jurisdictional fees. If costs rise later, amend early. Do not mobilize until the permit is issued.
Valuation that doesn’t match the scope
AHJs track declared value against similar projects. A challenged valuation delays issuance. Value-engineered substitutions after issuance may need a revised valuation and amendment before the substituted work starts.
