If it is not to scale, it is not a construction document.
IMC 106: if the set is not to scale, the penetrations are unlabeled, and the approved field set is not on site, the documents are not construction documents.

- 106.1: drawings, calculations, diagrams, specifications, and supporting data required by the adopted code and AHJ. Drawings to scale and clear enough to show location, nature, and extent of work and how it complies.
- Buildings over two stories: indicate all mechanical penetrations and the materials/methods used to maintain structural safety, fire-resistance rating, and fireblocking. A penetration matrix (assembly ID, rating, tested system ID, sealant, sheet ref) is the reviewable form.
- Where state law requires a registered design professional, the drawings must bear the seal, signature, and license number. That is state law, not solely AHJ policy.
- Waiver: the code official may waive full submittals for simple work when a review set is not needed. Confirm eligibility — do not claim it.
- 106.2: keep the approved field set in the format and location required for inspection. Field changes: cloud, revise, re-approve. Unofficial markups are not the approved set.
No scale, no penetration, no field set

What to send
The current set or share link, whether the building is over two stories, and the comment letter if review already started.
If the comment is “drawings not to scale”
Send the letter and the set. MasterBuild will say whether 106 is even the issue — or the penetration matrix for a building over two stories was never drawn.
