Chapter 1 controls permit risk on every mechanical job.
Technical chapters get the attention. Chapter 1 decides whether the set is even in the right code, the right occupancy, and the right permit path. That is where a lot of Miami mechanical comments actually start.

What Chapter 1 is doing on your sheets
- Which code. Florida adopts an FBC Mechanical edition. Teaching 2024 IMC is preparation. The reviewer is on the adopted FBC. See FBC vs IMC.
- Applicability. IMC 102: existing buildings, additions, referenced standards, conflicts. A “new typical” on an existing shaft is a 102 problem, not a 403 problem.
- Who is responsible. The permit, the inspections, and the PE of record. A note that “contractor to verify” does not move a Chapter 1 duty onto the GC.
- Alternate methods. If you need one, it has to be asked for — not hidden in a typical.
