Passing underground does not approve rough-in.
IMC 107: passing underground does not approve rough-in. A notice of approval is a mechanical-system approval, not the certificate of occupancy. An approval issued months ago does not protect work that was later altered.
Educational 2024 IMC 107. Confirm adopted edition and AHJ procedure. Distinct from 111 inspections. This is not a CO.
- 107.1: after required tests and inspections show full compliance with the IMC and the approved plans, the code official issues a notice of approval. Each inspection phase (underground, rough-in, final) generates its own approval. You need a separate notice for each phase.
- 107.2: that approval can be suspended or revoked in writing if it was issued in error, based on incorrect or incomplete information, or if the work is later found in violation. It is revocable if facts change or defects surface.
- Notice of Approval vs Certificate of Occupancy: mechanical approval is required before CO. The CO is issued by the building official after all trades have received final approval.
Before requesting approval: build to the stamped set, assemble signed test reports, confirm O&M matches what is installed. After approval, freeze field changes — any deviation goes through RFI + revised submittal + permit revision. Keep the notice and the approved set on site.

Ductwork in walls before rough-in, equipment behind ceilings before equipment inspection, piping in slabs before underground. The fix is opening and re-inspection. Do not request final with incomplete or unsigned test reports.
