Ordinary foam and PVC do not belong in a return plenum.
A return-air plenum is not a place to hide ordinary foam, plastic pipe, or unlisted gadgets. IMC 602.3.7–602.3.10: exposed foam, plastic plumbing, pipe/duct insulation, and other combustibles — flame spread 25 or less, smoke developed 50 or less (ASTM E84 / UL 723). Discrete electrical, plumbing, and mechanical products: listed for plenum use per UL 2043 (metallic electrical enclosures excepted). 602.4: plenums in flood zones above the IBC 1612 utility elevation, or resist water entry, hydrostatic, and buoyancy loads. Flood-zone plenums are often overlooked until first-cycle comments.

- 602.3.7 foam plastic as interior finish/trim: ASTM E84 / UL 723 flame spread ≤25 and smoke ≤50, or tested per NFPA 286 / IBC 2603.9. Higher values only if separated from airflow by a thermal barrier, corrosion-resistant steel, or 1-inch masonry/concrete.
- 602.3.8 plastic plumbing piping and tubing: listed and labeled flame spread ≤25, smoke ≤50. Exception: UL 2846-listed water piping with defined smoke/flame performance.
- 602.3.9 pipe and duct insulation, adhesives, and coatings: flame spread ≤25, smoke ≤50; cannot flame, glow, smolder, or smoke per ASTM C411 at service temperature ≥250°F.
- 602.3.10 other combustibles: listed and labeled 25 / 50. 602.3.6 discrete products: UL 2043 for plenum use (metallic electrical enclosures excepted).
- 602.4 flood hazard: plenums above IBC 1612 utility elevation, or resist water entry, hydrostatic, and buoyancy. Coordinate with Miami-Dade flood path.

Or a plenum below the flood elevation with no hydrostatic note. Closing the ceiling before inspection is demolition. Exposed foam, piping, insulation, and devices without listing or separation are common redlines.

What to send
Whether the ceiling is a return-air plenum, what foam / plastic pipe / insulation / devices are exposed in it, and the IBC 1612 elevation if the site is in a flood hazard area.
If foam and PVC are in the plenum with no 25/50 listing
Send the RCP and the product cut sheets. Masterbuild will say whether 602.3 still has an unlisted combustible — or 602.4 still has a plenum below the flood elevation.
