A sized duct still fails for flood and weather.

A duct can be sized correctly and still fail review for exposure. IMC 603.13: in flood hazard areas, ducts must be above the IBC 1612 elevation for utilities, or designed to prevent water entry/accumulation up to that elevation. Below it, they must resist hydrostatic, hydrodynamic, and buoyancy effects. 603.16: exterior ducts — including linings, coverings, and vibration-isolation connectors — must be protected against the weather. Miami-Dade flood and rain make this a first-cycle item, not a closeout note.

These fall between disciplines. Mechanical shows the duct. Architecture controls enclosure. Civil sets flood elevation. Structural may define barriers. If nobody closes the loop, the duct is redlined for exposure, durability, or life-cycle failure.

Whether any duct is exterior, in a flood hazard area, within 4 in of earth, or exposed to vehicles — and the IBC 1612 elevation if one is published for the site.

If the duct is exterior and the flood elevation is only on the civil sheet
