A field substitution is a violation the moment it leaves the set.
IMC 114: a field substitution without a permit revision is a violation the moment it diverges from the stamped set. Each day it continues is a separate offense. Do not ignore a Notice of Violation.

- 114.1: it is unlawful to install, alter, repair, remove, or use mechanical systems in conflict with the IMC.
- 114.2: written notice/order to stop the illegal condition and abate it.
- 114.3–114.5: non-compliance can go to counsel for injunction, correction, or removal — including ending unlawful occupancy. Penalties do not limit the jurisdiction’s power to restrain, correct, or stop the work.
- 114.6 unsafe systems: unsafe or immediately dangerous systems are a public nuisance and must be repaired, rehabilitated, demolished, or removed. The code official can act immediately — without waiting for the normal NOV process.
- 114.6.1–114.6.3: the official can order removal/repair, placard the system as condemned, disconnect utilities (per 109.3), and prohibit reconnection until written authorization. A condemned system cannot be restored without that writing.
The moment a NOV hits: stabilize (stop, LOTO if a hazard), photograph, build a corrections log, email an abatement plan, keep work visible for reinspection, do not reconnect utilities until authorized.
Field-fix and cover
An equipment swap, a reroute, or a penetration moved to a different assembly is a violation as soon as it leaves the approved set. A revision before install is days. An NOV after install is months. Do not request final with an open NOV — inspectors cross-reference them.
