The utility’s meter-set is not the AHJ’s yes.
IMC 109: the utility’s meter-set is not the AHJ’s authorization. No one may connect gas, power, water, or other utilities to IMC-regulated systems until the code official authorizes it.
Educational 2024 IMC 109. Confirm adopted edition. This is not a utility release. Distinct from IMC 110 temporary equipment. Packet: 109 PDF · ES.
- 109.1: connection requires authorization. Do not energize on a contractor assumption that the existing circuit was already authorized for the new equipment.
- 109.2: the code official may allow temporary utility service for testing/commissioning or limited temporary use. Get it in writing. Duration coordinates with 110.
- 109.3: the official may shut off utilities in an emergency, if a system was connected without authorization, or if it poses imminent danger — even if it was originally connected properly. They notify the utility and, when possible, the owner. An emergency disconnect can happen without prior notice.
Utility release ≠ AHJ authorization
They are separate requirements. Bypass LOTO for partial energization during commissioning and you have created the next incident. In renovations, the most common error is assuming the existing connection covers the new piece of equipment.

What to send
Whether you have written AHJ authorization, a utility release, or neither — and which utility is about to be connected.
If the GC wants to energize tomorrow
Send what writing you have. MasterBuild will say whether 109 even has an authorization — or this is already a disconnect conversation.
