A new condenser is not a fence.
A building moratorium stops building permits. Mechanical is a building permit. A repair might be an exception. A new condenser is not a fence. - 33-319: the Mayor’s administrative order delineates an area and prohibits building permits until the Board reverses, modifies, or supersedes it.
- 33-321: nondeleterious items — fences, repairs, and like matters — may be excepted if they will not affect the planning study. The Board may widen or narrow exemptions for a particular moratorium.
- A larger condenser, a new generator, a new kitchen hood, or a service upgrade is not a fence.
- 33-322: during a building moratorium, variances and zoning changes in the area are not acted upon, except as the Board provides. You cannot fix a pad with a new variance while the order is on.
- A zoning moratorium (33-323) is a different order: no zoning amendments. Building permits may still issue unless a building moratorium is also on. Read the order. Do not assume they travel together.

If the unit is on the truck and nobody checked the order
Send the folio. Masterbuild will say whether a mechanical permit still has no row — not whether an exemption will issue.
