The $7,500 exemption does not cover mechanical work.

Beginning July 1, 2026, Florida HB 803 can exempt some small home-improvement work under $7,500. It does not exempt mechanical, electrical, plumbing, structural, or gas work. An exact same-amperage AC changeout still needs a mechanical permit. Multifamily units do not qualify. Flood-hazard properties do not qualify.

To request the HB 803 exemption the owner or contractor submits a written request plus the contract/documentation of nature and value through the County portal — or in person at the Herbert S. Saffir Permitting and Inspection Center. That process is for work that is otherwise eligible. Mechanical work is listed as still requiring a permit.

Exemption from a permit is not permission to violate the Florida Building Code. Other agencies can still require approvals.

Same-amperage AC swap

County text: change-out of air-conditioning equipment of the same electrical amperage does not require an electrical permit. A mechanical permit is still required. Do not treat “no electrical permit” as “no permit.”
