Two submittals can both say '208 volts' and still leave a coordination gap. The project needs the system configuration, phase, connected load arrangement and manufacturer voltage limits - not just a familiar nominal number.

Nominal voltage identifies a system class rather than promising an exact field reading. Line-to-line voltage is between phase conductors. Line-to-neutral voltage is between a phase and neutral. Voltage to ground uses the applicable system grounding relationship; it must not be assumed to mean line-to-neutral for every system. For an ungrounded circuit, the NEC definition uses the greatest voltage between the conductor concerned and another circuit conductor; a casual meter-to-earth observation is not a substitute for identifying that system.
Common examples, with their assumptions
For a balanced wye system, line-to-line voltage is approximately 1.732 times line-to-neutral voltage. Thus 208Y/120 V identifies nominal 208 V phase-to-phase and 120 V phase-to-neutral, while 480Y/277 V identifies 480 V and 277 V. The Y indicates wye. The same ratio is not a shortcut for a 120/240 V single-phase system, a high-leg delta or every system labeled 208 or 480 V.
Put the distinction to work
A 480 V three-phase motor commonly uses the line-to-line supply without a neutral; a particular packaged assembly may separately require a neutral or a control transformer. A 277 V lighting load has different connection requirements. Confirm the complete assembly diagram. A motor marked for one utilization voltage should not be assumed suitable for another nominal supply without manufacturer support.
Procurement coordination checklist
Utility/transformer system configuration and project voltage basis. - Equipment voltage, phase, frequency and permissible operating range. - Required neutral, equipment grounding and control-power provisions. - Transformer, VFD, starter, disconnect and packaged-component compatibility. - The same data on the one-line, panel schedule, equipment schedule and approved submittal.
Existing-building observations
Collect accessible nameplate information and existing reports within safe access limits. Record conflicting labels rather than choosing the value that makes a replacement fit. Only qualified personnel should establish actual electrical conditions under the required safe-work procedures. A single measured value does not establish voltage stability, phase balance, grounding arrangement, equipment suitability or capacity for a proposed load.
Sanity check before release
If a schedule says '208 V, 3-phase' and the submittal needs a specific neutral/control arrangement, resolve that mismatch in writing before ordering. This is a coordination check, not a conductor-sizing or voltage-drop calculation.
