An existing meter and a panel labeled MAIN do not explain the electrical service. Before an owner buys replacement equipment or a designer writes 'existing service to remain,' the project team needs a verified map of where utility supply connects, where service control occurs, and what is downstream.

Code basis and professional boundary

NEC 2026 Article 100 terminology education developed from the owner-provided Daily Code Talk source. This is not a determination of the code adopted for your project. Confirm the jurisdiction, adopted edition, amendments, utility requirements, equipment instructions, and responsible professional before design or construction. Field observations do not establish electrical safety; only qualified personnel using the required safe-work procedures should access or test electrical equipment.

Four terms that locate the boundary

The service brings utility energy into premises wiring. The service point is the utility-to-premises connection. Service conductors extend from that point to the service disconnecting means. Service equipment provides the principal service control and cutoff. A feeder supplies downstream distribution; feeders can also originate at other power sources, so 'every feeder starts at a utility service' is not a universal definition.

Read the path, not just the label

A simplified utility-fed example is: utility facilities → service point → service conductors → service disconnect → feeder → panelboard → final branch-circuit protection → load. Real installations can include multiple disconnects, metering arrangements, transformers and additional sources. The meter's location alone does not establish the service point, and a main breaker alone does not prove that its enclosure is service equipment.

Evidence to request before design

Utility service arrangement and designated connection/delivery information. - Current one-line diagram reconciled with qualified field verification. - Equipment identification, voltage, phase, ratings and disconnect locations. - Utility fault-current information and the engineering study basis where needed. - Written identification of proposed reuse, replacement and outage responsibility.

Where it belongs in the permit set

Show the service boundary, metering, service disconnects and downstream feeder names consistently on the site plan, one-line, riser and equipment schedules. Identify utility-owned and customer-owned work from confirmed utility information rather than visual assumptions. Reconcile grounding/bonding details with the actual service arrangement and any separately derived sources.

Existing-building field value

Ask a qualified electrical professional to reconcile visible nameplates, accessible identifiers and records. Record 'not verified' when a label is absent, equipment cannot be safely accessed, or drawings disagree with the installation. Owners can assemble utility correspondence and existing reports without opening cabinets, removing seals or tracing energized conductors. Schedule necessary investigation before the design relies on a hidden condition.

Decision rule

A missing service boundary is an information gap, not permission to assume feeder rules apply. Resolve it before equipment procurement, grounding changes or a service-reuse conclusion. For an FPL project, start utility coordination with FPL's Electric Service Standards; another serving utility may have a different arrangement.
