Article 90 does not size conductors, calculate loads, or lay out panelboards. It establishes something just as important: how the NEC is scoped, organized, interpreted, and applied. With Part 5 published, the five-part roadmap through Article 90 is complete.

Part 1 (90.1 and 90.2(A)(1)) established scope: the NEC reaches beyond wiring inside a building to buildings, structures, site systems, and utility connections; the installation and removal of electrical systems; and marinas, shore power, and bidirectional vehicle power - the first question on any project is what is actually within its electrical scope.
Part 2 (90.2(A)(2)) covered what the NEC does not cover: NEC exclusions are specific, utility ownership alone does not create an exclusion, exclusive control and qualifying locations matter, and "by utility" or "by others" is not a coordination strategy - utility-to-premises boundaries should be documented, not assumed.
Part 3 (90.2(B) through 90.2(D)) addressed safeguarding and adequacy: the NEC establishes practical safeguarding, but compliance does not automatically mean a system is efficient, convenient, maintainable, or prepared for future expansion - code minimum and good engineering design are not always the same thing.
Part 4 (90.3 through 90.6) covered arrangement and enforcement: Chapters 1 through 4 generally apply, Chapters 5 through 7 can supplement or modify requirements, Chapter 9 tables apply where referenced, and informative annexes are nonmandatory; rule language matters, since "shall" is mandatory, "shall be permitted" is permissive, and informational notes are explanatory rather than enforceable, and the AHJ has a key role in interpretation, approval, and permitted alternatives.
Part 5 (90.7 through 90.9) closed with equipment, planning, and units: equipment examination and suitability, product evaluation and listing considerations, planning for future raceways and circuits, and proper use of measurement systems and trade sizes.

Before calling an electrical design complete against this framework: - Define scope and trade boundaries. - Document utility interfaces. - Check applicable special occupancies and systems. - Separate mandatory requirements from informational guidance. - Document AHJ-approved alternatives. - Verify equipment suitability. - Coordinate reasonable future provisions. - Confirm electrical and MEP schedules agree.

Article 90 is not paperwork ahead of the real content - it is the lens every later NEC requirement gets read through. A team that skips it ends up re-deriving scope, exclusion, and enforcement logic informally and inconsistently on every project, which is exactly where MEP coordination gaps, redline disputes, and AHJ disagreements start.
