Permit Proof Chain

Plain English:

512.12 detection + control systems

Detection/control signals tied to smoke control must comply with IBC 907.

Control unit must comply with UL 864 and be listed as smoke control equipment.

512.12.1 verification

Verify actuation, testing, manual override, and power downstream of disconnects.

Weekly preprogrammed test must report abnormal conditions audibly, visually, and by printed report.

Weekly test must operate smoke control devices/components unless approved items are bypassed.

Bypassed items still need weekly downstream power verification and separate IFC testing.

512.12.2 wiring

All wiring must be enclosed in continuous raceways.

512.12.3 + 512.12.4 activation / automatic control

Activation must comply with IBC/IFC.

Automatic sequences must be initiated from:

1. Properly zoned sprinkler system

2. Manual controls with fire department access

3. Smoke detectors required by engineering analysis

512.13 control-air tubing

Tubing must be sized for response time, flushed clean/dry, supported, and protected.

Through concrete/masonry: sleeve and protect.

Generally Type L ACR copper unless the specific nonmetallic exception is met.

Non-smoke-control tubing must be isolated or independent.

Test at 3x operating pressure for 30 min with no noticeable loss before final connection.

512.14-512.19 marking, diagrams, panel, acceptance

Mark systems at junctions, access points, and terminations.

Maintain identical control diagrams.

Provide firefighter's smoke control panel per IFC.

Response time, acceptance testing, and final acceptance follow IFC.

On Plans: Why it matters

Most failures are controls failures: non-UL 864 panels, weak sequence narratives, missing weekly verification logic, exposed wiring, unclear labeling, and no clean acceptance path for AHJ/fire department.

Code Path: Where to show it

Smoke control narrative: activation inputs, overrides, weekly test, acceptance basis.

Controls diagrams: fan/damper/device sequence + verification points.

Electrical/plans: continuous raceways, panel locations, marked junctions.

Specs/details: control-air tubing material, isolation, and pressure test.

Permit set must include the acceptance testing protocol addressing each smoke control scenario with pass/fail criteria for pressures, airflows, or smoke layer height.

Controls diagrams must show all smoke control device sequences, verification points, and the firefighter's smoke control panel location per IFC.

Note on M-001 who is responsible for commissioning (mechanical contractor, smoke control engineer, or third-party agent) and the commissioning protocol reference.

Review Risk:

Smoke control acceptance testing failures at final inspection are the most expensive problem - specify a pre-final contractor-paid test in the project contract before the permit is issued.

Non-UL 864 smoke control panels are the most common controls rejection - confirm the panel listing before equipment is procured.

Missing or incomplete commissioning checklist in the permit set is a routine plan review comment - the testing protocol is a submittal requirement, not just a field activity.

Field Tip:

Before you issue the set, pick one smoke scenario and walk it start to finish:

detector/sprinkler input -> control panel -> fan start -> damper position -> standby power path -> firefighter override -> weekly test/verification note

If any step is missing from the drawings, the contractor, controls vendor, and AHJ will all fill in the gap differently.

Smoke control system controls (512.12) must be shown on both the fire alarm and mechanical control diagrams. Confirm: the fire alarm activation sequence triggers the smoke control mode, the control panel or dedicated smoke control panel shows all zone commands, and the sequence of operations is written as a standalone document and submitted with the fire alarm and mechanical permits simultaneously.

Drawing / Submittal Check

For 512.12-512.19 (testing, commissioning, maintenance): the permit set must include the acceptance testing protocol and the commissioning checklist. The testing protocol must address each smoke control scenario and the pass/fail criteria. Confirm who is responsible for commissioning (mechanical contractor, smoke control engineer, or third-party agent) and note it on M-001.

Common Review Risk

Smoke control acceptance testing failures at final inspection are the most expensive smoke control problem. Systems that have not been pre-tested before the final inspection frequently fail. A pre-final acceptance test - paid for by the contractor - should be in the project contract. The test requires the fire alarm to activate, smoke control fans to run, dampers to operate, and pressure differentials or airflows to be measured.

When To Escalate

Escalate when the smoke control acceptance test is scheduled for a time when the building is not fully constructed - when the dampers are not all installed, the pressurization boundaries are not complete, or the fire alarm interface is not commissioned. Smoke control acceptance tests performed on an incomplete building will fail. Confirm the building is construction-complete before scheduling the acceptance test.
