Article 90 establishes the Code's scope, purpose, organization, enforcement structure, rule language, equipment-review principles, wiring-planning expectations, and units of measurement. These provisions influence whether work falls within NEC scope, where utility control ends, how the AHJ evaluates compliance, and whether language is mandatory, permissive, or informational.

The Five-Part Roadmap
Part 1 (NEC 90.1 and 90.2(A)(1)) - Scope and Covered Installations: buildings, site work, demolition, utility interfaces, marinas, floating structures, and vehicle-to-premises power export.
Part 2 (NEC 90.2(A)(2)) - Installations Not Covered: applying exclusions for ships, mining, railways, communications utilities, and electric utilities without creating scope gaps.
Part 3 (NEC 90.2(B) through 90.2(D)) - Practical Safeguarding and Code Adequacy: distinguishing minimum safety requirements from a complete, maintainable, and functional design.
Part 4 (NEC 90.3 through 90.6) - Arrangement, Enforcement, and Rule Language: Code organization, enforceable language, informational notes, annexes, formal interpretations, and AHJ authority.
Part 5 (NEC 90.7 through 90.9) - Equipment Examination, Wiring Planning, and Units: connecting equipment evaluation, future capacity, enclosure planning, and measurement conventions to plans and field work.

Most NEC scope disputes at the MEP boundary trace back to Article 90 questions that were never resolved before design started: is this installation within NEC scope, where does utility responsibility end, and is a given provision mandatory or informational. Getting Article 90 right first makes every later coordination question - loads, disconnects, emergency power - faster to resolve.
